At Community level, Directive 2001/77/EC, Directive 2006/32/EC and the Action Plan for Energy Efficiency (2006) for the member states have established targets for the 20% reduction of greenhouse gas emissions, the 20% reduction in energy consumption, increasing the share of renewables in energy production equal to 20%. In this context the European Commission intends to finance through the European Smart Cities initiative - Smart Cities - cities that have an innovative proposal to reduce CO2 emissions as required by the Kyoto Protocol and the Covenant of Mayors. With comunicazione adottata il 7-10-2009 Investing in the development of Low Carbon Technologies (SET-Plan) l'Unione Europea ha stimato in 11 miliardi di Euro l'investimento complessivo necessario in Europa nei prossimi 10 anni per tale iniziativa. Questa inizitiva sosterrà le città pioneristiche con maggiori ambizioni (all'interno di quelle che hanno firmato il Patto dei Sindaci) città che intendono trasformare i propri edifici, reti energetiche e sistemi di trasporto, in edifici, reti e sistemi del futuro, consentendo l'attuazione della strategia della transizione verso un'economia a basse emissioni di carbonio. Entro il 2020 l'iniziativa SMART CITIES dovrebbe coinvolgere 25 o 30 città europee che dovranno demonstrate a willingness to go beyond the energy and climate goals EU: Towards a 40% reduction in emissions of greenhouse gases through sustainable production, distribution and use of energy by 2020. At national level, candidates are already Genoa, Palermo, Catania and Florence.
