It is solemnly celebrated last year the 60th anniversary of the entry into force of the Constitution of the Italian Republic.

Law Project
Article 1 (Purpose)
1. in the art. 47, Clause 2 of the Constitution of the Italian Republic, in each of the Territorial House Companies (ATC) in art. (Principles, functions and duties)
1.
Regional Departments for Social Mutual are provided with full financial autonomy, management and budget than other departments and regional authorities. All state property transferred to the region, will annually be put on the balance of the departments, the law of the regional budget. Departments to be granted power to raise funds by the market or by private companies public, by means of conventions, sponsorships and similar contractual arrangements, according to the logic of integration between public and private sectors.

The public procedures will be for the contractors, simple provision of services. In any case the successful bidders of the contract come into possession of the building construction, which is entered as assets instead of the department. The award procedure will not provide rebates, because the value of the building must match its cost - calculated based on the cost of quality materials and skilled labor - and must take into account only the compliance of the project the principles set out in this law, the delivery capacity and innovative enterprise, employment and environmental impact and other criteria established from time to time.
The primary infrastructure works shall be borne by construction company, which is assigned to cover these costs, the ownership of part of the business premises of the project. sperimentazione e realizzazione di modelli di architettura tradizionale con riferimento a nuovi insediamenti a bassa densità abitativa anche con ipotesi di sostituzione edilizia ai fini della riqualificazione sociale ed ambientale dei quartieri, nel rispetto del principio di sostenibilità e valorizzazione delle tecniche innovative in materia di fonti renewable energy, alternative or stranded, in collaboration with universities, cultural institutions and public and private research and professional associations;
study, design and construction planning - building maintenance - management and planning on behalf of public and of individuals.
4.

Article 3 (Subjective)
1. Regional Departments have mutual social in order to guarantee the right to home ownership to all those who are in possession of the following personal qualifications:
a) Italian citizenship;
b) registered residence or work wholly or mainly in the municipality or one of the municipalities within the territory covered by the notice of competition, at least ten years, except in case of employees assigned to serve in new production facilities included in the said area or of migrant workers abroad, for which is allowed to participate for one common
c) lack of ownership of property or usufruct rights on any accommodation within the national territory, provided that the accommodation is not used or is an expert without giving rise to compensation or has been expropriated for public use.

It is understood that the categories of citizens lacking the required statements, shall remain in force all the other forms of lodging assistance.
3. L 'Mutual Access to Social takes place on the basis of a ranking that will be compiled by the Regional Department for Social Mutual. Remaining firm on the principle that the access policy is not to be owners of other property, the classifications that will be drawn will adopt the principle of priority for the immediate hardships. Will override the non-proprietary Executive with eviction and the ranking will be made, guaranteeing the principle of priority access to starting from economically disadvantaged social groups, according to the rules laid down in the implementing Regulation to be approved by the Regional Board within 90 days after the entry into force of this Act.
Article 4 (Mutual Welfare)
1. The competencies of municipalities and of the ATC under LR No 11/1993 and subsequent amendments remain unchanged.
2. The formula of

(Forfeiture of accommodation with the allocation formula Mutuo Sociale)
1. e) mancato pagamento della quota di Mutuo sociale in presenza di introiti economici accertati;
f) essere diventato proprietario anche in parte di altro immobile destinato ad uso abitativo su tutto il territorio nazionale.
Art. 6 (Alienazione del patrimonio immobiliare regionale)
1. L'intero patrimonio immobiliare regionale deve essere alienato con la formula del Mutuo Sociale, ai legittimi assegnatari, che siano in possesso dei requisiti di cui al predetto art. 3. Il prezzo di vendita sarà calcolato decurtando dal valore dell'immobile, l'ammontare di quanto già versato a titolo di canone. L'importo eventualmente residuo, sarà ripartito in rate mensili secondo il meccanismo previsto dall'articolo 4.
