At the launch of the Call 2011 of the Intelligent Energy Europe Programme , the European Commission has announced the launch of a new technical assistance targeted at local projects and regional renewable energy and efficiency energy. Funds that cover the cost of technical assistance will be allocated to projects with a minimum investment of 6 million euros. This will increase opportunities for local and regional access to bank loans and future European subsidies and encourage investments. The Commission also heralds the extension of the instrument ELENA , who is also a mechanism for technical assistance to local authorities, to smaller-scale projects on the themes of social housing and innovative actions. To date, the program claimed ELENA only major projects of at least 50 million, which effectively exclude a large part of local and regional.
